At a time when water pundits worldwide recommend the revival of traditional water sources, should the Delhi government break the houses and hamlets of a community that has the most detailed traditional knowledge of tanks, ponds, wells and other water sources? No one in his right senses would say yes, but this is precisely what the authorities are attempting to do in Bhagirath Nagar, Bhatti mines settlement in south Delhi, near the Haryana border.


Seventy per cent of the people in this colony belong to the Od community which is known for its special skills relating to water sources and earth work. The Ods migrated after Partition from Pakistan to Rajasthan and made an invaluable contribution to building the Indira Gandhi Project canals in Rajasthan. Then they came to work in the Bhatti mines, digging in Badarpur and extracting construction aterials from great depths. Following the closure of the mines, the youth adapted themselves to emerging needs and became highly skilled in laying Internet cables. The foundations of many famous buildings were prepared by them.In addition, this settlement in Delhi has emerged as a centre for protecting the distinct cultural identity of the Od community. Temples dedicated to their deities have been built and Ods from many parts of the country converge at Bhagirath Nagar for community meetings. However, when the Delhi Ridge and Asola sanctuary demarcations were being made, these special features of the Bhagirath Nagar settlement were never presented before the Courts and this settlement was treated as any other JJ colony which it certainly is not. As a result of improper presentation of the real situation, demolition orders were given last year but due to the unity of the community these could not be carried out. Now also people are determined to resist demolition attempts. The best option is to avoid needless confrontation and obtain the involvement of people to green this area, including the Asola sanctuary. The community can be provided with livelihood opportunities. Bhagirath Nagar should be developed as a centre for preserving and protecting the culture and special skills of Ods. The Ods have lived here in harmony with other communities like the Kumhars and they should continue to stay here with no hindrance.

Comment: Delhi has several ancient tanks which should be revived. There is an ongoing case in the Supreme Court on revival of historic tanks. The Delhi government must seek the help of the Od community to rejuvenate tanks and the groundwater table.
